Apparently the author of this book is in some doubt.  

According to the Internet Archives it is attributed to 
Mr. (Charles) Beckingham 1699-1731.  

Per Internet Archives:
"Attributed to Beckingham by Samuel Johnson. Cf. Compact 
ed. of dict. nat. biog., II, 1859    Also attributed to 
Daniel Defoe and to Aaron Hill"
