For those wishing to know: A government report into a tragic incident that 
happened at Loughton, Essex, England in 1877.  Starting in 1877 over the 
space of months 29 babies sickened and 13 died.  Power was sent to 
investigate the abnormal death rate and traced it back to a contaminated 
case of baby lotion, produced in London, which contained a high amount of 
arsnic.  What's really heart-rendering is that Power interviewed the 
mothers of each child, and tells their story.
