For those who wish to know: a short tract from the Religious Tract 
Society, probably from the early 1800's.  Whilst it's meant to be about 
school etc. it quickly dismisses that side and goes straight to being 
religious, etc.  Only did it because it was accidently on a scan of 
another tract I was doing.
