With your TEI workflow you could easily submit simple and interoperable HTML to PG, and complex vanity HTML to your own site.
This is an excellent suggestion. Indeed, you could use archive.org as "your own site" and wouldn't even need to bother creating one. To solve the search and download issue, create an entry for your file(s) at OpenLibrary.org including a link to your submissions. The biggest drawback to the cataloging service at OpenLibrary is that it only shows the crappy Internet Archive scans when listing free e-books. It should be simple to create a search function that shows free e-books from other sources as well, but IA seems woefully understaffed at the moment. I do think, however, that it would be much easier to work with the Open Library catalog service than to work with anyone at PG. The only change I would make to Mr. Perathoner's suggestion is not to bother submitting anything to PG. Just create your standardized, full-featured files, put them on archive.org and send a little note to the whitewashers telling them where they can find them if they want them. From what you have said, I suspect that your files will be fairly easy to degrade.
