The PG epubs do include a TOC.
The PG mobis do not include a TOC.
How come?
I can take your epubs and file format translate them to mobis, for example by Calibre2 ebook-convert, and the resulting mobi DOES have a TOC.
So why do the PG generated mobis do not have a TOC ?
