if you really want a "p.g. times ten", i would say that
your only good bet will be with a wiki infrastructure.

that would enable lots of people to contribute by
negotiating a comparatively low entry-threshhold.

you'd need to avoid the ossification plaguing wikipedia,
but i don't think you'd end up with the animosity from
"editors" asserting their power, to delete contributions,
simply because the notion of matching the scans would
give a rather objective criterion, compared to wikipedia,
where a standard for "what's included" is more subjective.
