Certainly. AFAIK, Switzerland was one of the last countries that required you to hand in working prototypes of devices to be patented. That requirement was overturned by Germany threatening to increase customs duties [1]. Then there's the upcoming threat of software patents - I'm active in that area for quite some time already.
