Yes but ... the point of using TEI for a few complicated books would be that the TEI could then be fed through a converter to produce usable texts in azw, epub, txt, and other formats. RST as well would be processed to produce end-user results. That's the point of a master format ... like using XML to store data, which can then be repurposed in various forms.
