The reality is that PG requires a lot of "lingering baggage" when it comes to meeting the unwritten requirements of a submission that the WW are willing to accept. And, we "PG" inherit a lot of lingering baggage when it comes to trying to write a posted ebook that makes it through the PG machinations and ends up being something that doesn't look totally shredded and despicable on the end-users machine -- whether that is IE, Moz, Safari, Sony, Apple, Amazon, etc. If you don't believe this, take a look at recent postings on a variety of these different machines and see how many postings come through unscathed, vs. how many have become shredded in the process.
