A djvu multi-page archive posted into the ebook directory would suffice. There are GPLed plugins for Linux browsers and commercial (but free as in beer) plugins for Windows and Mac. The plugin works just the same as the pdf plugin. You can browse the djvu just as you would a multi-page pdf document. I just compressed the #12973 pagescans into djvu (using GPLed tools) and they came out at 4.3 MB.
