The format is best delivered in .txt. We use many different programs; a lot of our people love programming and are constantly fiddling with it. I do not love programming, and I use Microsoft Office XP, which has a fairly recent version of Microsoft Word on it. If you want to, you can save it first into .htm, which will allow you to keep (or add back in) things like italics and bolding and so forth, and then turn in both the .txt version (which will be minus formatting) and the .htm (which will have the formatting).
