Just at a quick glance, it looks like any harvesters would need to track down original scans to clear it through PG's normal clearing routines.

Wikisource claims to have over 50,000 French works, although I notice a
fair number of them are works translated from other languges (e.g., H.G.
Wells' classic _La Guerre des Mondes_).
