Huh? What possible purpose would there be in splintering the PG site by language?
 
You seem to imply that only people from the US visit gutenberg.org. It may surprise you to learn that gutenberg.org is available -- and used! -- by people all over the world. Shocking times we live in, I know.
 
If you don't want to read non-English books, then don't read non-English books. Their presence isn't going to harm you.

from the USA will be reading English language books.  I do not download and
will never have time in my lifetime to read these other books.  I think the
other language books should be on another site.  I do think that the books
should be digitized, but not listed with the main site's inventory.  There
could easily be a Gutenberg-spanish.org, Gutenberg-dutch.org, etc.to handle
