I searched for posts from Juliet containing the word "discourage" and didn't find it.
search my messages for "text-to-html" and you should be more likely to find it, i'd say... if you can't locate it, let me know; i'll find it... i'd say it was about the time i took my sabbatical before my _current_ vacation from the d.p. forums -- which, by the way, i'm finding very pleasant, and i'm sure that all of you are enjoying the break too -- so that would mean a post shortly before my 128th. my current post-counter is 256, so you can gauge. (i always take a break when i get to a power-of-2; next time i enter, i'll make 256 posts before i leave. kinda scary to think of, isn't it? yeah, for me too.) -bowerbird

That yields one hit: http://www.pgdp.net/phpBB2/viewtopic.php?p=84728#84728 which does concern machine-generated HTML, but the topic has no posts from Juliet, so is presumably not what you were referring to.
