If it's Distributed Proofreaders (https://www.pgdp.net/c/), you should post your question in one of their forums. You mention the Wayback Machine, which is operated by Internet Archive (https://archive.org/). The Wayback Machine has nothing to do with Project Gutenberg (PG). IA is also not associated with PG, except as a source of page scans. If the book is intended for Internet Archive/Wayback, you should contact them. If you're trying submit copyright clearance information to PG, the information should be submitted at PG's copyright clearance form at https://copy.pglaf.org/. (Note that you need an account (it's free) with PG to do this.) If you're trying to upload a finished ebook to PG, do that at PG's upload page: https://upload.pglaf.org/. Note that a "finished ebook" is not just a collection of page scans, or a PDF file taken from IA.
