We are trying to start up a Project Gutenberg Russian Team,
and we need someone to translate simple email messages from
members of Project Gutenberg who want to provide a service
to the Russian Team, but who do not know Russian. . .these

'ROBO-SOLDIER' PREPARES FOR IRAQ
The U.S. Army is sending 18 remote-controlled robotic soldiers called
SWORDS (Special Weapons Observation Reconnaissance Detection Systems) to
Iraq, but they are not the autonomous killer robots of science fiction: a
SWORDS robot shoots only when its human operator presses a button (after
identifying a target on video shot by the robot's cameras). Jim Lowrie,
president of Perceptek, one of the firms developing robotics systems for the
military, says: "For the foreseeable future, there always will be a person
in the loop who makes the decision on friend or foe. That's a hard problem

LONG LIVE THE LAPTOP!
We've apparently entered the age of laptops: during the past holiday
season U.S. retail stores sold 24% more laptops than during the same period
in 2003, whereas desktop computers fell 7% in the same period. The report

PEW STUDY FINDS SEARCHER MISPERCEPTIONS
A new study by the Pew Internet and American Life Project has found
that only 1 in 6 users of Internet search engines can tell the difference
between unbiased search results and paid advertisements. All of the major
search engines return a mix of regular results (based solely on relevance to
the search terms entered) and sponsored links (for which a Web site had paid
advertising fees). Only 38% of Web searchers are aware of the distinction,
and of those only 47% can always tell which are paid -- even though they're
usually labeled by the search engines. PEW researcher Deborah Fallows says:
"We're still in the infancy of the Internet. People are still kind of so
pleased that they can go there, ask for something and get an answer that
it's kind of not on their radar screen to look in a very scrutinizing way to

MICROSOFT: SOFTWARE FIXES AREN'T FOR PIRATES
[Microsoft will now require a network connection to your computer?]
[Of course, the highly security conscious people at the Fortune 500
won't be subjected to this. . .or will they?]
Microsoft will soon be requiring that Windows XP users verify that
their copy of the software is genuine before they'll be able to receive
"greater reliability, faster access to updates, and richer user
experiences." Although users of pirated copies of Windows will still be able
get security patches, they won't be able to get other enhancements to
Windows. The company will be expanding a trial authentication program it
began last fall, and will make mandatory in mid-2005 for all users seeking
to access software updates, downloads and security fixes for Windows.

TEEN SUED BY APPLE GETS FREE HELP FROM LAWYER
San Francisco lawyer Terry Gross, a specialist in freedom of speech and
the Internet, will defend 19-year-old Nicholas Ciarelli against a lawsuit
brought by Apple charging the Harvard freshman and Web publisher revealing
Apple trade secrets on his Web site, www.ThinkSecret.com. Gross, whose
services will be given on a pro bono basis, says that his client used proper
news-gathering techniques and deserves First Amendment protection.

THOUSANDS OF LAPTOPS, CELL PHONES LEFT IN CABS
A new survey estimates that 11,300 laptops, 31,400 handheld devices and
200,000 mobile phones were left in taxis around the world during the
last six months. The survey, which polled some 1,000 taxi drivers and
extrapolated from there, indicates that four out of five cell phones and 19
out of 20 laptops were returned to their owners eventually. Geographically,
Chicagoans were most likely to leave a handheld device in a cab, while
Londoners were more careless than others with their laptops. Danes seemed
to be most likely to forget their cell phones. Other items reportedly left
in cabs include a harp, dentures, artificial limbs and a baby.

CARNIVORE IS DEAD
According to two recent reports to Congress, the FBI has put an end to
its electronic surveillance tool, known as Carnivore. Despite claims
from federal officials that they need expanded access to electronic
communications, the system was widely criticized by civil liberties
groups as being overly invasive and for not respecting individuals'
privacy. The reports, which the Electronic Privacy Information Center
obtained under the Freedom of Information Act, note that the FBI did
not use the system for fiscal years 2002 and 2003 and instead used
commercially available monitoring software. According to the reports,
the FBI engaged in court-ordered Internet surveillance 13 times during
those years.

compared to a world wide 14% registration.

of a small minority and/or actual votes cast.

Most of you have probably seen something like this:
"If we could shrink the earth's population to a village of precisely
100 people, with all the existing human ratios remaining the same,
it would look something like the following. There would be:
57 Asians
21 Europeans
14 from the Western Hemisphere, both north and south
8 Africans
52 would be female
48 would be male
70 would be non-white
30 would be white
70 would be non-Christian
30 would be Christian
6 people would possess 59% of the entire world's wealth
and all 6 would be from the United States
80 would live in substandard housing
70 would be unable to read
50 would suffer from malnutrition
1 would be near death; 1 would be near birth
1 (yes, only 1) would have a college education

I would like to bring some of these figures more up to date,
as obviously if only 1% of 6 billion people owned a computer
then there would be only 60 million people in the world who
owned a computer, yet we hear that 3/4 + of the United States
households have computers, out of over 100 million households.
Thus obviously that is over 1% of the world population, just in
the United States.
I just called our local reference librarian and got the number
of US households from the 2004-5 U.S. Statistical Abstract at:
111,278,000 as per data from 2003 U.S Census Bureau reports.
If we presume the saturation level of U.S. computer households
is now around 6/7, or 86%, that is a total of 95.4 million,
and that's counting just one computer per household, and not
counting households with more than one, schools, businesses, etc.
I also found some figures that might challenge the literacy rate
given above, and would like some help researching these and other
such figures, if anyone is interested.
BTW, while I was doing this research, I came across a statistic
that said only 10% of the world's population is 60+ years old.
This means that basically 90% of the world's population would
never benefit from Social Security, even if the wealthy nations
offered it to them free of charge. Then I realized that the US
population has the same kind of age disparity, in which the rich
live so much longer than the poor, the whites live so much longer
than the non-whites. Thus Social Security is paid by all, but is
distributed more to the upper class whites, not just because they
can receive more per year, but because they will live more years
to receive Social Security. The average poor non-white may never
receive a dime of Social Security, no matter how much they pay in.

I have been giving CDs and DVDs to librarians
and library directors for some years now, and
I have yet to see one of them placed for use.
On the other hand, I receive emails from some
librarians, and meet others, who tell me they
have acquired Project Gutenberg eBooks and CD
or DVD releases and put them on the shelves--
on their own--without any prompting.
Sometimes this reminds me of my efforts to do
something to get modern eBooks into a Project
Gutenberg release, and then it turns out that
those authors I approach are unwilling, but I
also find that there are those who come to us
on their own, asking us to include them.
Therefore, I would like to do one feasibility
study to start with, perhaps in several parts
to optimize the study to determine how much a
set of MARC records would improve circulation
of Project Gutenberg eBooks.
To that end, I would like to recruit some 100
librarians and patrons who will be willing to
take some pre-arranged collection of eBooks &
MARC records to accompany them to libraries.
Then perhaps we can see how many libraries in
general we might be able to expect to include
Project Gutenberg eBooks if we included these
MARC records with them. We might also ask to
hear how many of these who did include eBooks
in their collections would have done so if an
inclusion of MARC records were not available.
This study's plan is to create collections of
eBooks of sizes of perhaps from several dozen
to several hundred to perhaps even thousands,
for the three parts of this study, before the
choice is made to create MARC records for all
of the Project Gutenberg eBooks in prescribed
formats suggested by the study's outcome.
If you are willing to take one of our sets of
eBooks to your local libraries, schools, etc.
please let me know.

FBI AXES CARNIVORE, EATS INVESTMENT
The FBI has abandoned its custom-built Internet surveillance
technology, dubbed Carnivore, and is now using commercial software to
eavesdrop on computer network traffic during investigations of suspected
criminals, terrorists and spies. In addition, it's asking Internet service
providers to conducting wiretaps on targeted customers, when necessary.
Carnivore initially was developed because commercial tools available in
2000 were inadequate, but FBI spokesman Paul Bresson says the Bureau moved
a while ago to using popular commercial wiretap software because it's less
expensive and has improved in its ability to copy e-mails to and from a
specific Internet account without affecting other subscribers. "We see the
value in the commercially available software; we're using it more now and
we're asking the Internet service providers that have the capabilities to
collect data in compliance with court orders," says Bresson. The FBI didn't
disclose how much it had spent on Carnivore, but outside experts estimate
expenditures at somewhere between $6 million and $15 million.

GPS EVERYWHERE
The rules about the use of GPS devices are widely varied: whereas a
federal judge in New York has ruled that police have a right to place
tracking devices on vehicles without a warrant (since the drivers should
have no expectation of privacy on public roads), California has restricted
car rental companies' use of GPS to track customers (a law adopted after a
company fined customers $3,000 because their GPS system indicated the cars
had crossed the state line into Nevada in violation of the rental
agreement). But the fact is that GPS is here to stay: David Gilmore, the
court-appointed transportation administrator for D.C. Public Schools, says
of the use of GPS to monitor school bus drivers in that jurisdiction:
"As uncomfortable as this might make them, they are now being watched
by satellite every minute of their workday, like it or not."

WILD WEB JUSTICE
Ohio trial court judge James L. Kimbler has set up a personal Sony
digital camcorder in his courtroom and using it to post online video of
people being sentenced for robbery, rape and other crimes. Kimbler says,
"It's all public record anyway. If the general public and law students know
what we do it increases their understanding." Lloyd Snyder, a professor of
legal ethics, predicts: "This is coming. With 'Court TV' available, people
are getting used to having things like this out there, and it's also
entertainment. It is the right of the defendant to be tried in the open.
There is no correlative right for a defendant to have a private trial."

APPLE SUES STUDENT FOR DIVULGING SECRETS

Nicholas Ciarelli launched what has become one of the most influential
Apple-focused Web sites when he was 13 as a hangout for fellow
Mac enthusiasts, but his penchant for posting trade secrets has gotten the
now-19-year-old Harvard student, who publishes online under the name Nick
dePlume, in hot water. Apple filed a lawsuit Jan. 4 against ThinkSecret.com
and its unnamed tipsters, charging: "Apple is informed and believes that
Defendant Nick dePlume is an individual who uses the pseudonym 'Nick
dePlume' but whose true name and identity cannot be confirmed at this
time." Apple, known for its highly secretive culture, says it believes
ThinkSecret obtains its information by illegally soliciting information
about unreleased Apple products from individuals who violate their
confidentiality agreements. In fact, on Dec. 28 the site correctly
predicted Apple's debut of its $499 Mac Mini and a low-cost iPod. In
response to Apple's accusations, Ciarelli replies, "I didn't do anything
wrong. My reporting practices are the same that any journalists use. I talk
to sources, I confirm details, I follow up on tips and leads that I get."
It will be difficult for Apple to prove that Ciarelli's coverage has
violated its trade secrets, says an intellectual property attorney,
noting that trade secrets usually refer to the formula behind products,
not simply the details about their release.

NEW MAC TARGETS LOW-END MARKET
Apple Computer's new, stripped-down Mac Mini is priced as low as $499,
reflecting Apple's strategy to position the Mac as an entertainment
and communication device designed for today's digital household, which
views the PC as simply another appliance. The move is fueled in part by the
company's success with its iPod digital music players, which has reached
mass market proportions with 10 million sold over the last three years. "I
wish I had a nickel for every time people have suggested that we do this,"
says Apple CEO Steve Jobs. "We want to price this Mac so that people who
are thinking of switching will have no excuse." Piper Jaffray analyst Gene
Munster says most consumers won't give up their Microsoft PCs, but may
consider buying a Mac as an additional computer for entertainment.
"It's not about switching but adding. People may still need a PC because
of work activities, but this is for doing multimedia activities and searching
the Internet." In addition to the low-cost Mac Mini, Apple also debuted a $99
iPod Shuffle, which comes without a screen and can hold about 120 songs,

SQUEEZING MORE OUT OF JPEG
Allume Systems, based in California, says the new version of its
StuffIt compression technology can reduce JPEG files by an additional 28%
without loss of quality. The announcement met with some skepticism among
compression specialists, but researchers have previously suggested that
significant improvements -- perhaps as high as 30% -- were possible by
enhancing certain aspects of the JPEG technology. Data compression is
achieved by finding replicated patterns in data and encoding them so that
they can be represented by a smaller amount of data. Allume would like to
see its new StuffIt Image Format (SIF) replace JPEG as the dominant method
for storing files, noting that it could save significant storage space for
those with very large digital image collections. But some experts point to
the new, improved JPEG2000, which could provide comparable benefits. "It is
not only technically advanced, but is royalty and license-free as well,"
says Mike Reddy, a compression expert at the University of Glamorgan in

WIRELESS HOTMAIL IN INDIA

Of course, due to a less repressive government, in some areas
India will surpass China very quickly, but slower in others.]
Microsoft has inked a deal with two Indian wireless carriers to
deliver e-mail and instant messages via text messaging. BPL Mobile and
Airtel launched two new services on Thursday -- Mobile-mail and MSN
Messenger over SMS -- but have not released details on whether or how much
they plan to charge. Microsoft is not the first to offer Indian consumers
such services -- Yahoo already has similar arrangements with wireless
carriers serving India, including Orange, Hutch and Airtel.

PAINT ON A LITTLE WI-FI SECURITY
Tired of worrying whether your wireless hotspot is hosting "drive-by"
users? Force Field Wireless has developed a do-it-yourself DefendAir paint
"laced with copper and aluminum fibers that form an electromagnetic shield,
blocking most radio waves and protecting wireless networks." One coat of
the water-based paint "shields Wi-Fi, WiMax and Bluetooth networks
operating at frequencies from 100 megahertz to 2.4 gigahertz," while two or
three applications are "good for networks operating at up to five
gigahertz." Force Field Wireless warns that the paint must be applied
carefully -- too little, and the radio waves will "leak"; too much and you
risk hindering the performance of radios, televisions and cell phones. And
while the only color available is a dreary gray, DefendAir can also be used
as a primer so you can paint over it with your favorite hue.

SECURITY I: VANDALISM OF COLLEGE NETWORKS
[In other words, your computer has to be vulnerable to ours,
before we will let you in. . .what happens when one secure
system of this type tries to contact another one. . . ? ]
Early this month an intruder penetrated a central computer at George
Mason University and attempted to access GMU's 130 other servers -- which
hold such information as grades, financial aid, and payrolls. In the past
two years, similar attacks have occurred at the universities of Georgia,
Texas, Missouri, and California. To resist such attacks, some schools are
beginning to use software that scans individual computers before they are
allowed to connect to campus networks, and other institutions are setting up
multiple smaller networks that house sensitive data, keeping them separate

In an interview with journalist John Markoff of the New York Times,
security expert Bruce Schneier suggests that the problem of Web vandalism
has fundamentally changed in the last several years. Previously, hackers
were mainly kids, engaging in hacking as a kind of intellectual challenge or
a sport, but more recently hackers are coming mainly from criminals "in
Third World countries, from Africa, South America, Asia, and the former
Soviet Union" -- a development that makes life much harder for security
officials. Schneier, whose latest book is "Beyond Fear," is founder and
chief technology officer of Counterpane Internet Security.

SECURITY IV: NEW FBI SOFTWARE NOT USABLE

A new FBI computer system called Virtual Case File, designed to help
agents share information to ward off terrorist attacks, may have to be
discarded because it doesn't work as designed. The agency will be soliciting
proposals for new software from outside contractors for new software. Sen.
Judd Gregg (R-N.H.), chairman of the Senate appropriations subcommittee,
calls the development "a stunning reversal of progress" and adds: "If the
software has failed, that sets us back a long way. This has been a
fits-and-starts exercise, and a very expensive one for a very long time.
There are very serious questions about whether the FBI is able to keep up
with the expanding responsibility and the amount of new dollars that are
flowing into it. We have fully funded it at its requested levels." Science
Applications, the company that developed the system, says it "successfully
completed" delivery of the initial version of the Virtual Case File software

OPERA BROWSER FREE FOR HIGHER EDUCATION
Opera Software said this week that its Opera browser will be freely
available to any university worldwide, in an effort to protect higher
education from flaws in "more vulnerable browsers." The company also
touted its browser's customization features, which would allow
colleges and universities to personalize the browser for their own
campus. Opera CEO Jon von Tetzchner said his company's browser is
"fully standards-compliant and offers extensive administration
possibilities for network configuration." Institutions including
Harvard University, the Massachusetts Institute of Technology, and
Oxford University have reportedly already taken Opera up on its offer.

IBM OFFERS PATENTS TO OPEN SOURCE PROJECTS
IBM will begin allowing the use of 500 technologies covered by patents
it holds by developers working on open source projects. While IBM will
not forfeit the patents, it will seek no licensing fees from groups
that use them on projects that meet a definition by the Open Source
Initiative. Despite past donations of intellectual property to open
source groups, the new program is seen as a fundamental shift in the
company's approach because unlike those donations, this one does not
hold the potential to harm IBM's competitors. The 500 patents that
will be available involve 14 categories of technology and do not target
any specific open source project. IBM said it hopes to create a "patent
commons," including the initial 500 as well as other patents, that
other companies could join. IBM's new approach to managing its
intellectual property, however, has not diminished its pursuit of new
patents. IBM, which is the world's largest patent holder, collected
3,248 new patents in 2004, 1,300 more than Matsushita Electric
Industrial, which had the second-highest tally for the year.

APPLE UNVEILS PRODUCTS FOR WIDER MARKETS
At the Macworld trade show in San Francisco, Apple Computer cofounder
and CEO Steve Jobs presented several new low-priced products targeted
at a broader group of consumers than current products. Notably, Apple
showed its Mac Mini, a very small computer with a starting price of
$499, and the iPod Shuffle, which will sell for as little as $99. The
iPod Shuffle, which is the shape of a pack of gum, has no screen and
uses flash memory, like that in digital cameras, rather than a hard
drive. Apple's entry into the digital music market has been a boon for
the company, with consumers buying 4.5 million of the current iPod
models during the 2004 holiday season. Some analysts believe Apple may
be able to capitalize on interest in its music products to appeal to
consumers who previously would not have been likely to consider
purchasing an Apple computer. Tim Bajarin, an analyst with Creative
Strategies, said it would be an "intriguing" goal for Apple to
"convince traditional PC users to make the Mac the center of their
creative, digital work."

FBI'S NEW COMPUTER SYSTEM ALREADY OLD
A complete overhaul of the FBI's computer system following the
September 11 attacks may prove to have been wasted effort, according to
the agency. Criticism was leveled at intelligence agencies following
the attacks of September 11, with some arguing that, had information
been freely shared among the agencies, the attacks might have been
prevented. The FBI undertook to replace all of its systems at one time,
which agency officials said was the wrong approach. One official
compared the initiative to "changing wheels on a car that is going at
70 miles per hour." Such an overhaul, he said, should be done in
stages. Critics faulted the old system for being largely paper-based,
preventing agents in the field from accessing needed information or
from filing reports electronically. An application called Virtual Case
File was supposed to fix many of those problems, but after numerous delays,
the software that was finally delivered last month is largely unusable.

APPLE SUES HARVARD STUDENT
Apple Computer has filed a lawsuit against the operator of a Web site
that revealed information about upcoming products before the company
publicly unveiled them. The ThinkSecret Web site posted rumors of a
sub-$500 Macintosh computer and an iPod that uses flash memory just
days before those products were announced at the Macworld show. Apple
has a reputation for being one of the most secretive high-tech
companies concerning new products, and it alleges that the information
posted by ThinkSecret was obtained illegally. The operator of the site,
however, which many industry analysts regard as one of the premier
rumor sites about Apple, turned out to be 19-year-old Nick Ciarelli, a
freshman at Harvard. Ciarelli, who started the site six years ago, said
he has done nothing wrong in collecting material to post. "My reporting
practices are the same that any journalists use," he said. "I talk to
sources, I confirm details, I follow up on tips and leads that I get."
Intellectual-property attorney Robert E. Camors said it will be
difficult for Apple to prove harm in the case because the information
revealed does not constitute trade secrets as traditionally defined and
because the information was not revealed sufficiently ahead of company
announcements for competitors to benefit from it.

Seymour Hersh's comments about the US having plans

All sides seem to be keeping an extremely low profile
on this issue, as both US and Iranian officials agree
there is little to be gained by saying very much.
Official US sources would not deny that they had such
plans for Iran, but rather focused on attacking the
article as being "riddled with errors," but not false
in its statement concerning their plans for Iran.

Spec/4 Charles Graner Jr. was the first US soldier
convicted of prisoner mistreatment [read torture]
in Iraq, yet what they don't report is that every
one of Graner's superiors refused to appear or to
give written testimony. . .no involvement at all.

at Abu Ghraib prison were his superiors.
Graner said he was willing to serve his time,
even though he was obeyin orders, if they would

his sentence is concluded, he will receive a
dishonorable discharge, forfeit benefits, and
be unable to re-enlist in any service.
If you believe what the prosecution is saying,
the entire Abu Ghraib scenario was conceived,
planned, and carried out by the lowest ranking
personnel of the US Army, and no others even
had any idea it was going on.

coded terrorist threat levels, are being issued to those
who are officially invited to attend, and apparently no

How is it that the United States is becoming more and more
like our enemies, and less and less like our friends?
By the way, I'll bet there is a decent likelihood that the
100 blocks will be augmented to even greater numbers at
the last minute, if protestors manage to figure out a way
for their opinions to be seen or heard by President Bush.

Why the dramatic new increase in the tsunami death toll?
The official death toll from the tsunami of December 26th
has now reached 200,000, after literally falling from the
news reports for a few days a week ago because the figures
were topping out as they passed 150,000.
However, Indonesia has finally admitted that the current
death toll from their own internal losses is officially
much greater than the previous listed total for all of
the affected countries. . .now listed at 166,000. Those
listed only as "missing" up until now, 3 1/2 weeks after
the disaster, have finally been listed as "missing and
presumed dead."

We are trying to start up a Project Gutenberg Russian Team,
and we need someone to translate simple email messages from
members of Project Gutenberg who want to provide a service
to the Russian Team, but who do not know Russian. . .these

Yahoo is offering free desktop search software that searches through

THE NEW SHAPE OF PC CARDS
The credit-card-size PC cards for adding functions to notebook
computers are about to be replaced by "ExpressCards" that are half the size
and bear an orange rabbit logo to indicate they can handle high-definition
TV broadcast viewing and high-speed storage. Backed by Microsoft, Intel, and
Dell, the new cards will eventually be used on desktop PCs -- thereby
eliminating the need to open the computer to install hardware upgrades.

U.S. SCHOOLS ARE RELUCTANT USERS OF TECHNOLOGY
[Why do schools fear technology? Too much independent learning?]
A report from the Department of Education says that although virtually
all U.S. schools are now connected to the Internet (with one computer for
every five students), many educators remain doubtful about the benefits of
online learning. Secretary of Education Ron Paige says in the National
Education Technology Plan: "Education is the only business still debating
the usefulness of technology. Schools remain unchanged for the most part
despite numerous reforms and increased investments in computers."

HACKERS HIT GEORGE MASON
George Mason University has become the latest institution of higher
education to be the victim of hackers' accessing personal information
of faculty and students. University officials said that hackers gained
access to information including names, photos, Social Security numbers,
and campus ID numbers for "all members of the Mason community who have
identification cards." An e-mail sent by the university's vice
president for information technology indicated that the intruders
appeared to be seeking "access to other campus systems rather than
specific data," but the message warned that the information the hackers
obtained could be used for identity theft. George Mason had ended its
practice of putting Social Security numbers on ID cards, replacing them
with university-generated numbers, in response to a Virginia state law
that required such a change. The university maintains a database,
however, that includes Social Security numbers. University officials
discovered the intrusion on January 3 and said the hackers gained
access to records of more than 30,000 faculty, staff, and students.

NEW QUESTIONS ARISE OVER SCHOLARLY REPUBLISHING
A librarian at Cornell University has uncovered evidence that academic
publisher Emerald has for many years republished articles in its
journals without acknowledging previous publication. Philip M. Davis
first noticed republished articles dating back to 1989 in online
archives maintained by Emerald. Davis then broadened his search to
include paper copies of Emerald journals going back to 1979 and said he
found many more examples of such republished articles. Davis said some
articles were published more than once in the same journal, several
years apart, and noted that as a result libraries may have spent money
on material they already owned. A spokesperson from Emerald said the
company does not have a practice of republishing, though in some cases
Emerald officials who thought a particular article especially valuable
would republish it "to make it available to another audience." Davis said,
"It's clearly unethical to republish materials without attribution."

The distinguished computer scientist Ramesh Jain says in his blog
that his interview with John Gehl for Ubiquity received widespread
attention and demonstrated that the importance of paper publications is
becoming less significant compared to appearance of ideas or articles in
cyberspace: "None of my articles that appeared in well respected journals
got the attention of relevant people so rapidly... I am convinced that this
is clearly the direction for ideas propagation and distribution." And last

RADAR INFO 'MORE RELIABLE' THAN WHAT THE AIRLINES TELL YOU

The Yosemite International Airport in Fresno, California, has become the
first in the nation to use a Web-based wireless system that relies strictly
on radar (rather than on reports from the airline carriers themselves) to
obtain the flight information it displays on monitors and portable kiosks.

[Waiting for first story of a patient dying "live" on camera
while no one is paying attention to what the camera is showing]
New technology known as eICU ("Enhanced Intensive Care") lets
physicians miles away from their patents manage health care via cameras and
banks of computer screens. Developed by Baltimore-based VISICU Inc., the
technology is already in use at least 18 hospital systems nationwide.
Whereas traditional health care systems rely on nurses to notice a problem
with a patient and relay the information to a doctor, eICU informs the
doctor directly. The doctor can check the patient's ventilator, intravenous
medication and anything else in the patient's room, and one physician notes:
"The camera is such that I can count eyelashes."

ANOTHER HIGH-TECH LEAP IN INDIA
[India and China will be moving up the technology ladder, just watch.]
The Indian state Andhra Pradesh is planning a new $90-million network
that will move data between Hyderabad, the state's capital, and 23 districts
at a speed more than 5,000 times the speed of the existing network.
Hyderabad is already a hub of knowledge-based industries, and it has
attracted Microsoft and numerous other world-class companies to establish
research centers there. Mohammed Ali Shabbir, the state's information
minister, predicts predicts the new system will revolutionize the entire
communication network. He explains: "Widespread availability of broadband
services at very low and affordable rates is expected to take government
services to the doorsteps of the citizens and also trigger significant

COLLEGES EXPAND RECRUITING TECHNOLOGY
As the effectiveness of e-mail as an admissions tool declines, colleges
and universities are beginning to explore alternative recruitment
Internet strategies. At the top of the list for many institutions are
streaming videos of campus, either on the school's Web page or in the
form of video magazines, or Vmags. Saint Mary's College in Notre Dame
began testing a Vmag two years ago, sending it to students who had been
accepted but had not yet decided to enroll. Saint Mary's Vmag includes
four videos, each between one and two minutes, showing various
activities on campus. Users who have downloaded the Vmag are prompted
when new versions are available. Many believe video is able to persuade
in ways that fixed images are not. Westminster College in Salt Lake
City has added 136 video clips to its Web site in an effort to appeal
to prospective students. Joel Bauman, vice president for enrollment at
Westminster, said the videos are fairly inexpensive to produce. Karen
Giannino, senior associate dean of admission at Colgate University in
Hamilton, N.Y., said the videos added to her institution's Web site
help "tell our story in a compelling way" and "differentiate Colgate"
from similar schools.

EBAY TO DISCONTINUE PASSPORT
Online auction site eBay has announced it will discontinue support of
Microsoft's Passport service later this month. The service offers
registered users a single location to store personal information
including names, addresses, and credit card numbers. When shopping at
online vendors participating in the service, users can access their
profiles for transactions with just a single login. Since its debut in
1999, however, Passport has failed to live up to expectations, in part
due to competition as well as to security concerns among consumers. In
addition, retailers were slow to sign up for fear that Microsoft might
begin charging fees to retailers for the service. A spokesperson from
eBay said that the percentage of its customers who regularly signed in
using Passport was "very small." Despite losing one of the largest online
retailers in eBay, Microsoft said the Passport service will continue.

COPYRIGHT LEVY ATTACHED TO GERMAN PC SALES
A German court has ordered one of the country's largest PC makers to
pay a levy for each new computer sold, to compensate copyright holders
for royalties lost to copying. Germany has long charged such levies on
devices used for copying content, including blank audio and video
cassettes. The VG Wort rights society, which represents copyright
holders in Germany, had asked the court to charge Fujitsu Siemens
Computers 30 euros (US$41) per computer; the court decided on a levy of
12 euros. VG Wort said it will work to make all PC vendors in Germany
subject to the same levy. Bernd Bischoff, CEO of Fujitsu Siemens, said
the levy is "a de facto tax on PCs," which will tend to decrease sales.
Officials from Fujitsu Siemens said they will consider appealing the
decision and have asked the German government to review the copyright
levies as they apply to digital technologies.

About last week's quote:

George Stephanopolis questionned Secretary of State Colin Powell

TIMSS = Third International Mathematics and Science Study
Three weeks ago nearly every new service had positive comments
about the improved U.S. students' TIMSS test scores that come
out every four years. Only one source I heard had the nerve
to say that the scores didn't really show any improvement,
while the rest seemed to reek of jingoism.
However, in reviewing the scores, it seems obvious that the
U.S. test scores in question, the 8th grade math scores,
were basically unchanged, moving up less than 1% from the
1999 score of 500 to the 2003 score of 504, out of 800.
This represents a change of 1/5 of 1% per year, which I
seriously doubt is within the statistical parameters of
the TIMSS testing methodologies. [This is 1/8% if you
measure from the total of 800 points, or a 1/2% total
change over the four year period, an increment these
kinds of tests are not reported to target.]
Much more likely is the fact that the U.S. ranking has
been changed more by changes in the other countries,
both in terms of the changes the countries chosen for
the 2003 tests, and the performance changes of those
countries that stayed the same.

Obviously the other countries changed much more than the U.S.,
over 7 times as much change, not to mention that many of the
countries tested in 1999 were not tested in 2003, a factor of
change much greater than that of the U.S. performance change.
Thus we see that that most other countries changed
much more than did the U.S., which changed very little.
It would appear that the U.S. didn't really move on the
charts so much as other countries moved up and down past
the U.S.
In addition, it appears that the science scores were not
mentioned in these news reports, nor were the scores for
students in the lower grade classes. I will have to dig
them up to let you know more about them in later issues.

Milestone: EBook #400 was posted this week at Project Gutenberg of
Australia. Congratulations to Col Choate and the rest of that "huge" <g>
posting team "down under"!

>From David Price, about #14547, Gwaith Mynyddog. Cyfrol II:
For those interested: Mynyddog (real name Richard Davies) was born in
Llanbrynmair, Mont. in Wales in 1833. Well known as a conductor and
soloist he was also a poet. This book is the second volume in a
collection of his works. Most of the literary criticism of today damns
his poetry but some of his verse is still popular.
In pure conincidence the last Welsh eBook (Gwaith Samuel Roberts) also
had an author born in Llanbryn-mair (in 1800). The place itself is very
small and it's noteworthy that it produced two important Welsh literary
figures within a few decades.

For those wishing to know: Murrey Yeovil has been away from England for a
long time. When he returns the "fait accompli" has occured. The story
follows his life as he attempts to make sense of the new England. What
was the "fait accompli"? Well, for that you have to read the story. The
occasional witty remark breaks up a rather depressing novel.

Also, about #14576, Modern Mythology, by Andrew Lang:
For those wishing to know: Max Muller (a famous Victorian researcher and
linguist) had written a rather nasty piece about Andrew Lang's views on
mythology. This book is Lang's response and is in part a defense of
Lang's method and also a critical look at Max Muller's approach to
mythological research. It's very technical those looking for an
introduction to the ideas might be better reading Custom and Myth by
Andrew Lang first.

NOTE: The Old English "yogh" characters have been translated both upper
and lower-case yoghs to digit 3's. There are Unicode allocations for
these (in HTML Ȝ and ȝ) but at present no font which implements
these. Substiting the digit 3 seemed a workable compromise which anybody
can read. The linked html "Old English 'yogh' file" uses Ȝ and
ȝ representations, and is included for users with specialist fonts.
