Originally Rev. Weir preached it as a sermon because the clergy of the parish had decided to unite against the plan, and he was then encouraged to publish it. He makes the point that having the morning for religion and the rest of the day for holiday, was a Catholic practice, and if England followed she'd be in trouble.
