Cowan (1828-1875) was a very popular preacher in Hammersmith, west London, and often took an unusual approach (and hard) approach in his sermons. In this one, he says that the cattle plague which was then (1866) raging in London, was a judgement from God, and people had to turn to religion. It's a bit short (as some of his individual sermons are), but he wanted to publish his views to Hammersmith and this was an excellent way to do it.
