Rev. Skinner who was very pro-Church of England, and very anti everyone else, wanted none of it, because it would show the Church of England was losing support and wrote this tract. He condemned the Government for including it. The dissenters got the clause removed, and Rev. James added an appendix conemning the Government for listening to dissenters(!)
