For those wishing to know: back in 1803 (when this Act was made) there 
wasn't the legal infrastructure that is now everywhere, so if you were 
developing an area (in this case Hans Town which is western London) you 
needed to pay for and get an act of Parliament to organise it.  It's a 
tedious read, but it's also interesting to see how it permits the 
developer to set fines, put people in jail, organise the street cleaning 
etc.
