For those wishing to know: England has a census every years, and this 
sermon was preached on the census day for teh 1861 census.  He has various 
thoughts for his congregation in this homely talk, and uses the census as 
the basis to get people to think how they are living.  He also explains 
why taking the census won't lead to the judgement of God on the nation, 
apparently something many were worried about.
