For those wishing to know: Rev. Baker, vicar of Fulham, London, preached 
this on England census day, 1851.  He wanted to reassure his congregation 
that God wouldn't punish the nation for taking a census, and to use it to 
reflect on the last 10 years (since the previous census).  Rev. Baker was 
being troubled by Catholic expansion at Fulham and notes this in the 
sermon, and adds quite a lot of detailed anti-Catholic notes at the end. 
Apparently the Catholics had setup a bookshop outside the entrance to the 
church(!)
