For those wishing to know: Robert Holloway (active 1771-1815) was a 
crusader against the injustices which were going on in the English legal 
system of the time.  In this pamphlet he's pointing out the informers are 
using the law the blackmail people who providing gambling places: pay 
protection money and you don't get informed on.  All of this was with the 
full knowledge and approval of the authorities.
